Introduction to Academy of National Food and Strategic Reserves Administration

  Founded in 1956, Academy of National Food and Strategic Reserves Administration(Academy of NAFRA) is a non-profit research institution directly under the National Food and Strategic Reserves Administration(NAFRA), P.R. China. To achieve the strategic goal of national food security, rural revitalization and the Healthy China initiative, we work on ensuring national food and strategic reserve security, promoting the development of the food circulation industry and the supply of high-quality products, solving the general, prospective, critical and fundamental scientific and technological issues of the industry; we carry out basic & applied research on food and strategic reserves, strategic research on the development of food industry, and research & development of key technologies and products along the entire industry chain, as well as promoting the industrialization of scientific achievements.
  Food security is the top priority of a country. President Xi Jinping pointed out in report of the 20th CPC National Congress that consolidate the foundation of food security in all aspects and keep the rice bowl firmly in Chinese people’s hands. Since the 18th National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has always taken food security as a top priority and put forward a new food security policy of "ensuring basic self-sufficiency of grain and absolute security of staple food". The Chinese government has established a national strategy with Chinese characteristics for food security, featuring self-sufficiency based on domestic grain production, guaranteed food production capacity, moderate imports, and technological support. 
  Academy of NAFRA strictly implements the policy of “Developing the Grain and Storage Industry by Technology and Talents”. Over the past more than 60 years since its establishment, it has achieved great progress and made important contributions to ensuring national food security. It has developed into a modern scientific research institution with 6 research institutes focusing on grain storage and logistics, safety, quality and nutrition, grain and oil processing, industrial economy and strategic reserves respectively, 3 centers dedicated to grain and oil quality testing, lab and equipment development, and technology transfer, and 4 subsidiary companies. Its research activities include fundamental and applied research, technological R&D, R&D of instruments and devices, project consultation and engineering, and EPC contracting of the whole grain circulation industry.
  Academy of NAFRA office and experimental areas consist of Grain Science Tower, Changping Pilot Base and Daxing Pilot Base, with an area of about 60,000 square meters of scientific research and office space. It has 16 national and provincial level innovation platforms, such as the National Engineering Research Center for Grain Storage and Logistics, the National Technological Innovation Center of the Corn, Wheat, and Soybean Processing Industry; Among the over 600 employees in our Academy, 440 of them are professionals, 19 experts enjoy the special allowance from the State Council. In the past over 10 years since the establishment of the postdoctoral research station, it has nurtured a group of high-level professionals and technical talents in grain science and technology.
  In recent years, Academy of NAFRA has undertaken over 300 major national and industrial projects in the fields of grain harvest, storage, logistics, processing, and safety. Over 500 research achievements have been transferred to over 300 enterprises, which has brought significant economic and social benefits and made important contributions to the development and technological progress of the grain industry. Academy of NAFRA has won over 100 provincial and ministerial awards. “The Research, Development and Integrated Innovation of ‘Four-in-One’ New Technology for Grain Reserves” project has won the First Prize of National Prize for Progress in Science and Technology. "The Technology and Application of Protein Feed Resource Development and Utilization" won the Second Prize of the National Prize for Progress in Science and Technology. Several Academy-led major national R&D programs for the "14th Five-Year Plan" period, including "Production of healthy whole grain food", "Research and demonstration of key techniques for quality improvement and loss reduction of high-quality japonica rice", "Development and use of novel analytical methods to study regulated, emerging and masked mycotoxins in Austrian and Chinese grain", and a number of national natural fund projects have been approved.
  As of the end of 2022, Academy of NAFRA has allocated over 70 million Yuan from the "special fund for basic scientific research of non-profit scientific research institutes" since its launch in 2006.  Over 200 scientific research projects have been approved to support young researchers in carrying out basic and prospective scientific research and providing support for solving key technical problems in the industry.
  Academy of NAFRA has actively participated in the compilation and revision of international standards for the grain industry. In recent years, we have compiled and revised more than 20 ISO and other international standards. As the secretariat of Grain & Grain Products Technical Committee of the National Grains and Oils Standardization Technical Committee, and an important undertaking institution of several national, industrial and group standards, it has completed nearly 260 international, national and industrial standard tasks and obtained authorization of more than 200 national reference materials (including quality control samples).
  Academy of NAFRA has established connection and cooperative relations with universities, research institutes and international organizations from dozens of countries and regions, including Austria, New Zealand, Japan, Argentina, Germany, France, Canada, and Australia, etc., making positive contributions to implementing the "Belt and Road" initiative and promoting China's grain scientific and technological progress,
  The Institute of Grain Storage and Logistics is the core research team of the National Engineering Research Center for Grain Storage and Logistics. It focuses on the research on green ecological theory and technology of quality guarantee, loss and energy consumption reduction in the field of grain storage and logistics; The Institute of Grain Quality and Nutrition focuses on three aspects, namely, grain quality standardization and database establishment, comprehensive utilization of grain and feed resources, and food nutrition and health action mechanism and development of functional food, and carried out in-depth research on grain and oil quality and nutrition. The Institute of Grain and Oil Safety focuses on the basic research and application of grain and oil in quality and safety, R&D of testing technology and relevant equipment, formulation of industry standards, and development and integration of reference materials. The Institute of Cereal & Oil Science and Technology focuses on technological research, product and equipment development, and standard formulation in areas of whole grain, plant-based and instant staple foods, oil chemistry, healthy oil and oil quality improvement, biological pesticides, mycotoxins prevention and control, as well as value-added utilization of grain and oil by-products. The Institute of Grain Industry Techno-economics researches on national food security strategies, industrial economy and planning consultation, and has provided long-term services to national ministries and local governments. The Institute of Strategic Reserve Management Technology conducts strategic, fundamental and applied research on strategic reserve management technology.
  Testing Center of Grain-Oils Quality Inspection is a comprehensive testing institution with its business covering inspection and testing, testing method verification, testing technology research, technical evaluation and technical service; The laboratory has four public technical service modules, namely mass spectrometry, spectroscopy, fermentation engineering and SPF animal platform, which are open to the society. Science and Technology Achievement Transformation Center is committed to providing services to the commercialization of research achievement and matching them with enterprises. It is a high-standard national-level grain technology transfer platform that serves both entrepreneurs and scientists. Science and Technology of Cereals, Oils and Foods is a core journal in the grain industry. It provides an academic platform for scientific and technological exchange among those who work in the industry.
  Beijing Guomao Dongfu Engineering Technology Co., Ltd. is engaged in engineering consulting, engineering design, engineering procurement construction, engineering supervision, scientific research, etc. It is a national high-tech enterprise with level-A credit for commercial grain and construction engineering consulting, level-A qualification for engineering design and engineering supervision. It has completed over 1,000 projects in industrial and civil architectural consulting and engineering design. Beijing Dongfang Fude Technology Development Co., Ltd. is a national high-tech enterprise and Zhongguancun high-tech enterprise. Adhering to the concept of "Integrity, pragmatics, innovation and high quality", it is committed to innovation-driven development. Through "independent innovation" and "international cooperation", it has developed a number of advanced technologies and equipment that are urgently needed by the industry.
